  • In 2005 the condition and capacity of America’s public works earned an overall grade of D as assessed by the American Society of Civil Engineers’ 2005 Report Card. ASCE estimates that $1.6 trillion is needed over a five-year period to bring the nation’s infrastructure up to a good condition. This assessment does not even take account of needs resulting from future population growth. Approximately 1/3 of that amount will require new funding but the majority has already been allocated to existing budgets. However, these funds have repeatedly been transferred to cover other programs. (American Society of Civil Engineers’ 2005 Report Card)
