SECTION VIII: SCIENCE AND THE PUBLIC
A. Separation of Science and State
There shall be a separation of science and state.
1. No person or agency in the federal government shall interfere, re-interpret, misinterpret, or tamper with scientific or medical investigations, conclusions, or results. |

B. Impartial Research
Research funded by a vested interest or corporation shall not be taken seriously.
1. No study funded by a vested interest shall be published as fact and cited over impartial studies. |

C. Research Funded by Taxpayers
Taxpayer-funded research shall economically benefit the American people.
1. It shall be illegal to withhold from the public or the government results from research funded in part or in whole by taxpayers or nonprofit organizations. |

2. Research and science paid for in whole or in part by tax dollars shall belong to the American people. The results of such research may either be placed in the public domain or be licensed to the highest bidder for fair market value with fees used for the common good. |

3. No corporation or industry shall profit from any drug, technology, or patent developed with taxpayer funding without payment of substantial royalties. Any such drug, technology, or patent shall be considered a part of the commons and licensing fees based on fair market value shall be paid into the U.S. Treasury. |

D. Findings of Harm
Research findings of harm shall not be withheld from the public.
1. Findings of harm to humans or the environment as a result of research, regardless of the source of funding, shall not be altered or withheld from the public. This applies to negative results of any research on the effects of drugs, chemicals, toxins, or medical or other devices on human health or the environment. |
